Ladd as Wisconsin state superintendent of public instruction, 1852, from school clerks requesting information on the formation of school districts, the apportionment of state school and library funds, the interpretation of the school laws, questions of personnel, and other school matters. With these are similar letters to other Wisconsin state superintendents, including Eleazer Root, Lyman C. Draper, and John G. McMynn.

The Department of Public Instruction is under the direction of the State Superintendent, an office created by Article X, Sec. 1, of the Wisconsin Constitution and originally established on August 16, 1848.
